State regulators are on the front lines responding to federal regulations dictated by the U.S. Environmental Protection Agency. Less visible but still as important in the implementation of EPA regulations are electric utilities. These are the power providers that often have to bear the cost of the federal mandates handed down by Washington bureaucrats. Unfortunately, many utilities also have incentives to pass compliance costs onto consumers while making a hefty profit themselves. This flawed model is at least partially responsible for the rise of electricity prices over the last several years. Facing one of the most consequential (and expensive) EPA regulations ever issued, utilities’ responses to the carbon rule are an important element in anticipating the direction of any carbon dioxide regulatory scheme.

For this reason, we have begun tracking many of the biggest investor-owned utilities across the country so Americans can have a more complete picture of who is fighting for the consumer.
